Dr. Katy Kamkar, Ph.D., C. Psych., is a renowned clinical psychologist with
global acclaim. Since 2023, she has held an appointed executive position with
the Government of Canada. With nearly 17 years of dedicated service at the Centre for Addiction and Mental Health (CAMH) in Toronto, Dr. Kamkar also holds the position of
Associate Professor at the Department of Psychiatry within the Temerty Faculty of Medicine at the University of Toronto. Her academic pursuits extend to her faculty involvement at Osgoode Hall Law School of York University since 2019, contributing to the Osgoode Professional Development program with a focus on essential skills for ombudsmen.
Dr. Kamkar was the Medical Practitioner for the Invictus Games launched by Prince Harry, Toronto 2017 and closely worked with the Service Members and Veterans.
She demonstrates her commitment as the Co-Chair of the Global Law Enforcement and Public Health Association Inc. (GLEPHA), the Health and Wellness of Police and First Responders. She is presently a GLEPHA Fellow. She is an associate member of the Canadian Association of Chiefs of Police (CACP); and is within the Research Advisory Committee of CACP and the Police Psychologist Subcommittee of the Canadian Association of Chiefs of Police Human Resources and Learning Committee. She authored the inaugural book chapter on Moral Injury and Law Enforcement. She is also a Founding & Credentialed Member of the Canadian Association of Cognitive Behavioural Therapies (CACBT).
Dr. Kamkar's accomplishments have been recognized extensively. In 2022, she received the Canadian Psychological Association (CPA) Award for Distinguished Contributions to Public or Community Service.
Dr. Kamkar has provided over three hundred (300) educational/speaking engagements (municipal, provincial, national, and international) and continues her ongoing education and workshops to Ministries, Universities, and Organizations, including Police and First Responders Organizations; and has been invited as an opening and keynote speaker to numerous events on Occupational Health and Safety, mental health and workplace mental health, occupational trauma and disability, and building resiliency pathways at both Individual and Organizational levels.
She makes frequent media appearances (National and International), approximately four hundred (400) public relations appearances, and has written almost two hundred (200) non-peer-reviewed publications for the public regarding mental health, in addition to book chapters and peer-reviewed publications on trauma, moral injury, and resiliency.
Dr. Kamkar was invited by The House of Commons of Canada, Standing Committee on Justice and Human Rights in Ottawa as part of its study of counseling for jurors in February 2018 and on Agriculture and Agri-Food in Ottawa in October 2018 as part of its study of mental health challenges that Canadian farmers, ranchers, and producers face.
Dr. Kamkar was selected and hired in 2019 by the Ministry of Solicitor General as the Mental Health Expert within the Province of Ontario to work with the External Independent Panel to review Canada’s second largest police force, the Ontario Provincial Police (OPP) culture after a series of suicides of OPP officers. Dr. Kamkar was subsequently invited by the Ministry of Solicitor General to be a member of both the Policing and Corrections Mental Health Collaborative Tables (MHCT) to better support the mental health and well-being of Police and Corrections Personnel.

She has been part of the Federal PTSD Act Advisory Committee, Public Health Agency of Canada, for the development of the PTSD Federal Framework. Canada’s First Federal Framework on Posttraumatic Stress Disorder has been released in February 2020.
Her contributions to the fields of trauma and resiliency, moral injury, and workplace mental health have garnered widespread acclaim both nationally and internationally. This recognition is evidenced by her numerous public speaking engagements and media appearances, her collaborations with governmental bodies such as the Ministries and Public Health Agency of Canada, and her involvement with the House of Commons of Canada. Additionally, she is frequently consulted as a subject matter expert and has contributed to refereed publications, book chapters, and non-peer-reviewed publications aimed at the general public.
